Accessible Technology Initiative (ATI)

The Accessible Technology Initiative lies at the heart of Fresno State’s work to empower every student, employee, and community partner. The initiative removes barriers to accessing campus information and knowledge, and ensures that all have the tools that they need to thrive. Our goal is for technology to create opportunities and not obstacles.

The Accessible Technology Initiative (ATI) reflects the California State University’s ongoing commitment to ensuring that all individuals — including those with disabilities — have equal access to information resources and technologies.

This commitment is outlined in Executive Order 1111 (EO 1111) and the CSU Board of Trustees Policy on Disability Support and Accommodations.

About the Initiative

The CSU Accessible Technology Initiative (ATI) was established to support campuses in implementing the electronic and information technology (E&IT) aspects of this policy.

Through communities of practice, Fresno State collaborates with the Chancellor’s Office and other CSU campuses to develop plans, share resources, and establish consistent accessibility standards and best practices.

Vision

To create a culture of access that fosters an inclusive, equitable, and supportive learning and working environment across the Fresno State community.

Mission

To help CSU campuses carry out Executive Order 926 by developing and promoting accessibility standards, strategies, tools, and resources that advance inclusion for all.

Guiding Principle

To apply universal design—an approach that ensures products, services, and environments are usable by the greatest number of people, including those with disabilities.

Strategy

To encourage collaboration and innovation that lead to sustainable accessibility improvements benefiting everyone.

 

ATI Campus Plan 2025-26

ATI campus goals are organized around three areas: Instructional Materials, Web Accessibility, and Procurement. A set of 92 Success Indicators are used to measure campus progress towards accessibility goals, with each assessed annually by each campus on a six point scale (ranging from "Not Started" to "Optimizing"), with a target of "Established" for all Success Indicators. The Annual Campus Plan outlines how Fresno State will advance toward the overall ATI goals each year. 

ATI Campus Planning Process

The Campus ATI plan is developed, reviewed, revised and approved in a consultative process with key stakeholders:

  1. During the Spring semester, the three ATI subcommittees meet to review progress on Success Indicators and to draft priorities and strategies for the following year's campus ATI plan.
  2. These are presented to and discussed by the ATI Executive Committee in late Spring.
  3. The Executive Sponsors draft a comprehensive Campus ATI plan outlining priorities and actions for the following year.
  4. ATI subcommittees meet early in the Fall semester to review the draft plan and provide input/proposed changes.
  5. The ATI Executive Committee then meets to review the draft plan and any proposed changes; and finalizes the Campus ATI plan for the year.
  6. The ATI subcommitttees meet throughout the year to implement the plan and track progress.
  7. The ATI Executive Committee meets twice/semester to review progress on annual goals. Feedback to subcommittees is provided via the subcommittee chairs, who are members of the Executive Committee.

Fresno State ATI Committees

The ATI Executive Committee brings together campus leaders and content matter experts. Meeting at least once per semester, the committee turns CSU ATI policy into campus priorities, approves the annual Campus Plan, and reviews evidence before it is forwarded through the online reporting portal to the Chancellor’s Office. Committee members also coordinate the work of the three operational subcommittees.

Procurement

Reviews campus technology purchases to ensure compliance with accessibility standards and selects the most accessible product unless an approved exemption applies.
